The rules for babies, in plain words

The State Department uses the same photo rules for a newborn as for an adult, with one allowance for the eyes. This is what our checks look for once you tell us the photo is for a baby.

Same size as an adult photo: 2x2 inches, in color, head between 1 and 1 3/8 inches from chin to top of head, centered.
Eyes open if you can get them. Under one year old, eyes that are not fully open are accepted. Every other child needs open eyes.
Nobody else in the picture. No hand or arm holding the head, no fingers at the edge of the frame, no shoulder to lean on.
Nothing in or near the mouth and nothing on the head. No pacifier, no bottle, no toy, no hat, no bib pulled up over the chin.
Plain white or off white background. A white sheet or blanket with no pattern is enough.
Taken in the last 6 months. For a newborn that means now, not the hospital picture.
In focus, evenly lit, no shadow across the face. The face is never edited, because an edited photo is what gets rejected.

How to take it

1. Set the scene. Spread a white sheet on the floor or a bed near a window, in daytime, flash off. Pull the sheet smooth; creases show up as texture. If your baby will not lie still, drape the sheet over a car seat so the seat does the holding and your hands stay out of the frame.

2. Shoot from straight above. Hold the phone flat, 2 to 3 feet over the baby's face, and follow the frame on screen. It tells you if you are too close, tilted, or throwing a shadow across the face.

3. Take several. Babies move. Take five or six and we run the checks on each one, so you can pick the one that passes with the expression you like.

4. Watch the checks pass, then pay. Head size, centering, background, eyes, mouth, nothing in the frame that should not be there. Each check shows its result, with a plain fix if it fails, before you pay anything.

FAQ

My baby will not open their eyes. Is that a problem? Not under one year old. The State Department accepts an infant's eyes not fully open. Try just after a feed, when the baby is awake and calm, and take several. From the first birthday on, the eyes need to be open, so wait for that moment.

Can I hold my baby up for the photo? Not with your hands in the picture. Lay the baby on the sheet, or cover a car seat with the sheet so it does the holding. If a hand shows at the edge, the photo is rejected, and our checks flag it before you pay.

Does it have to be a white sheet? White or off white, plain, no pattern. A pale blanket works if it is smooth and one color. Avoid direct sun on the sheet, which throws a hard shadow across the face and the background.

Does a newborn really need a new photo? Yes. Every applicant needs a photo taken in the last 6 months that looks like them now, whatever their age. For a newborn that means a photo taken for this purpose, not one from the first week.

Do I pay anything at the pharmacy? About 50 cents for the print itself, at the counter. Everything else is paid here, and the digital file is in your inbox within a minute either way.

Is my baby's photo private? It is used to make the passport photo and for nothing else. Never used to train AI. Deleted 30 days after your order, or the moment you press delete now on your order page.
